
The Role Played by ICT in Development
Based on a conceptual framework which includes academic research of the economic impact of ICT, the study has been conceived as a contribution to the dialogue between governments, the private sector and civil society in the region. The fundamental premise that underlies this work is that Latin America has completed the phase of privatisation of operators and opening of the markets of Telecommunications. The combination of privatisation, liberalisation and technological revolution has allowed the region to settle some of the key elements of the so-called social digital chasm in voice telephony. The book includes recommendations regarding tools and policies that Latin American countries should put into practice in order to maximise the impact of ICT on the economy.
