The biography of the guest writer in this issue of TELOS and the content of his article are a good example of the great leap forward taken by much of Latin America in terms of expanding and embracing Information and Communication Technologies (ICTs). Germán Rey, an experienced researcher into culture and communication, is in fact the director of the Attico Centre at Javeriana University in Bogotá, an innovation incubator open to all kinds of creators. In his article, he not only analyses the surprising changes in the equipment available to Colombians in the last decade but also the transformation brought about in Colombian cultural and communications practices, which is evolving into a true new digital ecosystem.

The other highlight in this issue is the central dossier, which is dedicated to the transatlantic debate on privacy, security and innovation on the Internet. Far beyond the ephemeral news of recent political scandals surrounding this issue, Professor Jorge Pérez Martínez of the Polytechnic University of Madrid, a Telos board member since its inception, who has wide-ranging experience of information technology research and management, and Zoraida Frías, of the same university, have managed to launch and coordinate a call for papers that is aimed for the medium and long term. The dossier looks into the diverse regulations on net privacy based on a variety of legal philosophies that must necessarily enter into dialogue in a global world; and toward the establishment of a European regulation that confronts these basic challenges in a manner that faithfully defends human rights and freedoms but at the same time is able to provide competitive advantages in its business models for users who are increasingly aware of the safety and privacy of their personal information.
